Why Green Water Is a Bigger Problem Than Chlorinated Water

Water turns green when algae blooms take hold, almost always because the pool has been unmaintained for weeks or months, often the case with an unsafe or abandoned pool being removed precisely because nobody has been looking after it. Long-neglected green water commonly carries:
- Unpredictable, often very low, free chlorine. Algae consumes chlorine faster than it can be dosed, so a green pool’s chlorine reading is frequently close to zero rather than a manageable residual.

None of this makes disposal impossible. It does mean a green pool almost always needs a treatment step before any discharge, rather than being drained on the same day demolition starts.
What NSW Law Actually Requires
The relevant law is the Protection of the Environment Operations Act 1997, administered by the NSW Environment Protection Authority. Under the Act, it is an offence to pollute waters, and that includes discharging pool water containing algae, chemical residues or elevated nutrients into a stormwater drain, gutter, creek or any other waterway. Stormwater in NSW runs, untreated, straight to local waterways: Newcastle Harbour, Lake Macquarie, or the Hunter River depending on where you are. Step 1: Treat the Water Before You Try to Discharge It
Before any legal discharge option becomes available, green pool water generally needs:
- Shock dosing with chlorine to kill the algae bloom and bring the water back to a clear, manageable state. This can take several days to a week or more, depending on how established the bloom is.
- Filtration or manual removal of dead algae and debris, since even after chlorine treatment, decayed organic matter needs to be filtered or netted out before the water is genuinely dischargeable.
- Re-testing chlorine, pH and, where copper algaecide has been used historically, copper levels, against the limits your discharge method requires.
- Allowing chlorine to dissipate if the water is destined for stormwater rather than sewer, since stormwater limits for chlorine are far stricter than sewer limits.
Some owners ask whether it is worth treating a green pool at all when it is being demolished anyway, rather than just tankering it away untreated. It usually still is: tanker collection is priced by volume and contamination level, and pre-treating to a dischargeable standard is often cheaper overall than paying premium rates for a facility to treat heavily contaminated water on your behalf.
Step 2: Choose a Legal Discharge Pathway
Once the water has been treated and tested, the same two pathways apply as for any pool:
- Sewer discharge under Hunter Water’s rules. This is the most common option for Newcastle and Lake Macquarie properties with an accessible sewer inspection opening. Chlorine, salt and pH all need to be within Hunter Water’s limits before discharge; a green pool typically needs the extra treatment steps above to get there, particularly around residual algae and chlorine consistency.
- Tanker cart-off to a licensed liquid-waste facility. Where sewer access is not available, or where copper algaecide history makes the owner or contractor want to avoid any discharge uncertainty, a vacuum tanker removes the water for licensed disposal. This is generally the safer, if pricier, option for a pool with a long history of copper-based algaecide use.
Stormwater discharge, even after treatment, remains the least advisable option given the stricter chemistry limits and scrutiny involved. Most contractors default to sewer discharge or tankering rather than risking a stormwater consent on water with a known algae and possible copper history.

- Roughly how long the pool has been neglected or unmaintained.
- Whether copper-based algaecide (“blue algaecide”) was used historically, if you know.
- Whether there is an accessible sewer inspection opening near the pool equipment.
- Any signs of mosquito activity or standing debris, which may need addressing on its own timeline.

Can I just drain a green pool onto the lawn or into the garden?
Not for the full volume.
